International Cooperation Since 1998

The international cooperation of the Archives of Yugoslavia refers to: cooperation with the archives and other similar institutions and associations abroad in the exchange of researchers; exchange of exhibitions; participation at international gatherings of archivists – meetings and gatherings of international organizations and associations of national archives (International Council on Archives in which the Archives has the A category status, CIBAL – NGO under the UNESCO auspices, etc.). Through a careful selection of the most important holdings that refer to Yugoslavia at the National Archives of Great Britain, Central State Archives of Italy, National, Diplomatic and Military Archives of France, Central Party Archives of the Marxism and Leninism Institute and Centre for the Preservation and Research of Documents of Latest History in Moscow and some other foreign archives, a major gap in the funds referring to the 1918-1945 period was bridged.

January 29- February 21 		From January 29 - February 21, 2003 the guest exhibition of original documents titled "Russian Emigration in Yugoslavia in the documents of the Archives of Yugoslavia and the State Archives of the Russian Federation, 1920 – 1939" was put on show at the ROSARHIV exhibition hall. The exhibition was arranged under the Cooperation Protocol between the Archives of Yugoslavia and the Federal Archival Service of the Russian Federation. The Archives of Yugoslavia was represented at the opening ceremony by the author of the exhibition.

February 20 		The Archives of Yugoslavia held talks with the representatives of the State Archives of the Republic of Macedonia initiated by Macedonia. June 3 		A delegation of the Diplomatic Archives of the Ministry of Foreign Affairs of Russia including Olga Ivanova, Deputy Director of the Department for Historic Documents, Ministry of Foreign Affairs of Russia and Leonid Saprikin, Head of the Publishing Department spent several days in Belgrade in early June as guests of the Diplomatic Archives of the Ministry of Foreign Affairs of Serbia and Montenegro. The visit was prompted by the need to work together to prepare and publish a joint "Collection of documents on Yugoslav-Soviet relations from 1945 – 1956". Since Professor Ljubodrag Dimic, Professor Djordje Borozan and Miladin Milosevic, Assistant Director of the Archives were working together to prepare and select documents on Yugoslav behalf, the Russian delegation visited them at the Archives on June 3, 2003. The Russian delegation was accompanied by the representative of the Russian Federation in Belgrade, Head of the Documentation Service (INDOK) and Head of the Diplomatic Archives of the Ministry of Foreign Affairs of Serbia and Montenegro.

September 30 		Mr Liu Yonghong, Adviser on Culture at the Embassy of PR China in Belgrade visited the SCG Archives. He acquainted himself with the newly-appointed Director of the Archives and talked about the continuation of the already traditionally good cooperation. Concrete proposals were made and topics indicated for a PR China's guest archival exhibition at the SCG Archives. No dates were fixed.

December 18-19 		The representatives of the Archives of the Republic of Slovenia and the Archives of the Ministry of Foreign Affairs of the Republic of Slovenia on the one hand and the representatives of the Archives of Serbia and Montenegro and the Diplomatic Archives of the Ministry of Foreign Affairs of Serbia and Montenegro on the other held a return working meeting in Ljubljana. The Slovene party presented the Slovene model design of archival records, computer processing of documents at the Archives of the Ministry of Foreign Affairs of the Republic of Slovenia and showed the premises of its Archives as well as its technical equipment and protection systems. The SCG Archives was represented by its Director and Assistant Director.

June 11-25 		The Archives of Yugoslavia agreed with the Federal Archival Service of the Russian Federation to continue work on research into the archivalia as set out in the Cooperation Protocol signed by the two institutions. The research was conducted at the Foreign Policy Archives of the Russian Federation in order for the Archives of Yugoslavia to complete its own holdings.

The representatives of the Embassy of Syria in Yugoslavia also visited the Archives of Yugoslavia. This was followed by the activity to select the documents to be put on display at the Exhibition in Damascus at which the Archives of Yugoslavia was due to take part. The Archives of Yugoslavia was further visited by the Ambassador of People's Republic of China in Belgrade and by the Adviser of the Embassy of the Russian Federation.

September 20-26 		A delegation of the Archives of Yugoslavia took part in the proceedings of the 14th International Congress of Archives in a two-fold capacity: at the Congress - as a member of the world community of archives; and at the General Assembly of the International Archival Council - as an A-category member. The main theme of the Congress was "The New Millenium and the Archives in the Information Society". The Director of the Archives of Yugoslavia took part in the discussion by making a contribution on the paper: JMD Guanter "The Place of Archives in Legal Instruments". November 4-6 		International Archival conference, in the organization of the Croatian State Archives, ICA and the Council of Europe, had for its subject "The Destruction and the Reconstruction of Historical Memory: Integrity and Autonomy of Archives". Directors of the former SFRY State and republican archives hold a meeting and signed a Statement on November 4, 1999 in Dubrovnik.

March 26-28 		Archives of Yugoslavia didn't participate in the ICA European Board Meeting, though regularly registered to attend. A host country, Island, issued the visas for the members of the Yugoslav Delegation. Great Britain didn't issue the transit visas thus prevented the Yugoslav Delegation to attend the Meeting. The Archives of Yugoslavia, by the letter addressed to Patrick Cadell, ICA/EUR secretary, dated on March 26, 1999, expressed its expectation that the ICA/EUR, on its Meeting in Reykjavik, as well as the rest of the peaceful and genuine democratic public opinion, will condemn the NATO Aggression on Yugoslavia, will express their disagreement with the policy of force and pressure, and will ask the military actions to hold up because they destroy this peaceful and independent country. The Archives of Yugoslavia expressed its expectation that the ICA/EUR would appeal publicly that the human lives and material assets, archival materials as the most precious among them, not to be destroyed.
март/април On March 30, 1999 the Archives of Yugoslavia publicly addressed an Appeal to stop the NATO aggression in order to protect the cultural heritage which may be destroyed in that aggression. The Appeal was addressed to Wang Gang, president of the ICA, to Christoph Graf, chair of CITRA, Erik Norberg, ICA/EUR president, Vladimir P. Kozlov, director of the Federal Archival Service of the Russian Federation, to Axel Plathe, UNESCO Division of Information and Informatics, to IFLA, ICBS and to the international community in general. On April 7, 1999 ICA informed the Archives of Yugoslavia that it issued the Appeal in which expressed its grave concern for the cultural heritage and urged all parties to comply with the international treaties relevant to armed conflicts.
